drop the map file into the packages/base folder, then when the game has loaded type into console: map NAMEOFMAP and press enter ;-)

Some maps come with more than the .ogz and .cfg (these belong in packages/base)
if you open the zip and there´s a "packages" folder, just unzip that into the main directory (where the bat and config are)
Some maps also have install instructions in the readme.

Yeah, i had this problem also.. while i knew where to place the map (packages/base) i assumed the map list would update with my map.
I guess this feature is yet to be implanted and probably mean that all maps would need to be prefixed with a game type (like seen in UT2004).

Yes, the map won´t show up automatically in the menus. You´ll have to remember the map name, launch it and type "/map mapname" to start it. If it´s an sp map, type "/sp mapname".
You can edit your menus.cfg to have the new maps appear there, but that isn´t to good. The menus also serve as maprotation. So if you add to that, it can happen that you end up on a diffrent map than the others in multiplayer wich is confusing to everyone.
So just type it in.
