Average Frames Per Second?

Is there any other ways to raise your fps other than in the tweaking options.

my frame rate doesnt stay consistent, it jumps from 35 to 20 frames. i think ill stop playing if it gets any worse

Uhhh... you want more frames per second without tweaking options. I was going to suggest trying a lower resolution. But how about you spend more time looking at nearby walls instead?

first, edit the .bat file to run it on 640x480 or 800x600 resolution.

you can add/change the settings in the autoexec.cfg to

dynlight 0
watersubdiv 64
lightscale 3 (or even 2)
lighterror 8
maxparticles 100

be sure that you turn off antialiasing and any other settings (like anisotrophic filter or texture sharpening) that cost performance for your gfx card.
be sure to run in 16-bit colour depth (adjust the desktop settings or gfx card´s settings to that )

seriously, it's part of the nature of cube to have fluctuating fps. those numbers are a bit low, but without tweaking there is nothing you can do. get a better computer, find a game that runs off less (which i doubt is available)
