I just bought an new soundcard(creative audigy 2 nx) and now I have a very high delay with the sound, if I shoot I yust hear the sound about 3seconds later, with my old soundcard(soundblaster Live! 1024) it was fine... I am using Mandrakelinux 10.0 download edition and the alsa driver, I don't know the exact alsa-version, but I think its alsa 1.0.x

This is clearly a driver problem.

Try switching the SDL audio output driver from OSS to ALSA (or the other way around, depending on what you have now).
Oh, and kill aRts before trying. Even better, don't run it from KDE at all. I've got a noticeable perfomance gain for UT2004 demo when I switched from KDE back to my sweet XFCE...

Just to elaborate a little more, the way to change the SDL audio output is to go to the command prompt and type (this worked for me in bash):
export SDL_AUDIODRIVER=alsa
