Im trying to set up my own server, now im not super IT-savvy so please excuse me if ive made a simple mistake.
So I've edited my config file as follows:
// optional specific IP for server to use
// serverip N.N.N.N
// optional specific port for server to use
// serverport 28785
// maximum number of allowed clients
maxclients 8
// maximum number of bots a master can add - admins are unaffected by this limit
// set to 0 to disallow bots
serverbotlimit 8
// controls whether or not the server is intended for "public" use
// when set to 0, allows "setmaster 1" and locked/private mastermodes (for coop-editing and such)
// when set to 1, can only gain master by "auth" or admin, and doesn't allow locked/private mastermodes
publicserver 0
// description server shows for the server browser
serverdesc "Luke's Server"
// password required to connect to the server
// generally unnecessary unless you really don't want anyone connecting to your server
serverpass ""
// password that allows you to gain admin by "setmaster password_here"
adminpass ""
// controls whether or not the server reports to the masterserver
updatemaster 1
// optional message of the day to send to players on connect
// servermotd "Welcome to Luke's Server"
And i run the game and also run the server.bat file in the main directory. Now when i ask my friend if he can join, he says he cant find my server. Now i have no idea if my server is even working because i dont get a confirmation message or anything. Can anyone help?

You've made a simple mistake. If you have a router, you have to forward the correct ports to your server machine, as specified in the included docs. 28785-28786, the last time I checked.
It also helps to have a static local IP outside of the normal DHCP range, so you don't have to change the forwarding address each time the lease expires.

That depends on the router. I believe a couple people have recommended www.portforward.com as a good resource.
