sever scripting and server modes

i have been spending a long time trying to work on my server, i think it'd be cool if the server commands ect,ect were shown on a file-floder. sort of like on a "readme" so you can find ways to add a message to your server so when someone comes on it says what you wrote on your server. and then adding to the server commands things like how to make your server insta ctf only or perhaps insta assassan. please comment, ask me what you need me to explain about what i said, ect, ect.
