the code can be added to the cfg menu map that would not be closed!? How do it?

If K1P57A is assuming correctly .. or just for some scripting example if you need to work it differently .. you might want to look at

There isn't a way to disallow menu closing. That would run counter to the "ingame" philosophy of the engine, and be a very suspicious and unpopular behavior. You could try making something hacky like a cluster of triggers all around the spawn, but what you're asking for is a terrible idea. What do you want an unclosable menu for anyway?

So do you basically want a "menu" map?
Unless you have a REALLY compelling reason to make it unclosable (i.e. security issues), then there's no need. Users won't close a menu they want open.
It's kind of like how people always want to prevent players from going into editmode on their SP maps.
It really doesn't matter. If they want to ruin the experience for themselves, let them. It's their loss, not the mapper's.
