I have 2 pcs networked through a hub, I want to play my friend in a 2 player game offline. how can i set this up without having online players in my game?

Override the master server command line http://sauerbraten.org/docs/config.html#_minus_ms to something invalid, like "localhost".

Example: server.bat -mlocalhost

You should then be able to http://sauerbraten.org/docs/game.html#lanconnect from the clients to connect to it.
