You need to open up ports: 28785(UDP) and 28786 (UDP) on your firewall.
See: http://cube.wikispaces.com/Multiplayer+Guide#toc8 for more help on starting a server.

Any other questions and I'll try to help. :)

Do you have a router? If so, forward the aforementioned UDP ports. I have a Linksys WRT54G (one of the more popular routers, if I'm not mistaken) and I was able to get a test server to "respond to ping".
You could just set your server machine as the DMZ host, but only use that as a last resort.

People recommend this guide: http://portforward.com/english/routers/port_forwarding/Linksys/WRT54G/1st_SMTP_Server.htm

I think it's pretty bad, but it should work. (Make sure you read the link on static IP addresses.

Also make sure to use the Sauerbraten ports (28785-28786, UDP), not the SMTP ports.

I think he can skip the part about blocking anonymous requests.

@ilmari22:
Follow the guide SheeEttin posted, excluding the part about blocking anonymous internet requests. Also input the UDP ports that have been stated instead of the ones in the guide, and make sure instead of "Both" in the drop-down menu, only "UDP" is selected.

Getting a static IP for the host computer is probably the most important part; however, if you do not use DHCP (unlikely), you don't have to worry.

It's not sauerbraten that causes these problems, it's lack of knowledge of basic router settings/configurations. Every router on the market does this by default. Read your manuals.
