Ahem. That link is irrelevant to his question (not to bug you or anything). To have the #info thingy like The-Conquerors, you must mod fpsserver.h.

You do it yourself. "Mod" is short for "modification", or in the verb form, "modify".
Basically, learn C++, get familiar with the engine, and hack away.
(I'm pretty sure that the operator of the The-Conquerors server will share his modifications, but you never know...)

+1 to the idea of The Conquerors sharing their server mods with the world (and maybe even getting them committed to HEAD in CVS :). I play there almost exclusively due the mods they have in place, some of which I understand they are playtesting for the marvelous developers, and some of which seem their own unique creations. Their forums might be a good place to start:

Yeah, well, I talked to some of the guys at the-conquerors a while back, 'cause I wanted the server mods, and the gist of it was, talk to noob or zero. Neither of which I could get to at the time. So yeah, the forum would be an excellent place to start. If you get the source, please hand it over :-)

Ah, thanks noob.
In fact, I don't know all description which can have, but I'd like to got the #info, #stats and when the players are connected, we know where they come from if it possible :)
